The goal of the recovery center is to build a solid spiritual foundation enabling the men who reside there to:
- Live a life that is drug- and alcohol-free.
- Implement a life plan in which they will become productive members of society.
This spiritual goal will be achieved by building a meaningful relationship with God as He has expressed Himself in the Christian faith as Father, Son, and Holy Spirit. While it is clearly understood what a sober lifestyle involves, a life plan is not explicit in the above statement. All life plans in today's world involve a basic education. Therefore, all residents are expected to complete the GED if they are not high school graduates when they enter the program. When a resident successfully completes the Victory in Jesus program he will step from the doors of our facility into the doors of higher education (college or trade school), the U.S. Armed Services, or full-time employment if he has the required skills for gainful employment.
Men that are enrolled in the program will adhere to the rules of the facility which include the commandments of the Christian Faith as expressed by the Lord Jesus Christ in the Gospel of Matthew 22, as well as administrative rules required for the orderly maintenance of the facility and its programs and the spiritual advancement and well-being of all its residents.
- Residents will have no other Gods except the Lord God of Jesus Christ, Creator of all creation and Father of all men.
- Residents will not make anything an idol as a substitute for God. This includes idols that they make with their hands, idols that are purchased such as money, cars, TVs, property or other possessions, and other human beings including political figures, actors, or other people that make up pop culture.
- Residents and other visitors to the center will not use the word of God or the word Jesus as a curse word at any time or place on the grounds of the facility.
- Sunday will be a holy day reserved for rest, worship, and family visitation.
- Parents and other family members as well as other figures of authority including the chaplain, other ministers, resident assistants, and counselors will be respected regardless of past experience or issues that may exist between residents and that person.
- Residents will not harm other human beings either physically or verbally. Jesus said that anyone who carries hate in their heart for another human being has committed murder the same as a man who has physically harmed other people.
- Residents will not commit adultery, that is, they will not engage in any sexual relations with anyone while in residence at this center.
- Residents will not steal.
- Residents will not lie about anyone or anything at any time. This includes verbal statements that are false, verbal statements that are not completely true, or are designed to harm someone's relationship with other people. It also includes remaining silent or making statements which cause others to believe something that is false.
- Residents will not covet other people's spouses, property, friendships, gifts, or talents. The word covet is defined as a desire to control or own something of someone else's or demonstrate angry and jealous behavior toward other people because of a desire to own or control someone else's wife, property, or friendships.
- Residents will express love toward each other and everyone that they interact with at the center. Love is confused in modern culture to be understood as an emotional feeling or physical relationship. Love in the Christian context and in the context of this center is defined in 1 Corinthians 13:4 "Love is patient, love is kind, it does not envy, it does not boast, it is not proud, it is not rude, it is not self-seeking, it is not easily angered, it keeps no record of wrongs, it does not rejoice in evil but rejoices in truth, it always protects, always trusts, always hopes, and it does not give up on someone.
- The most important rule is that residents will act with an attitude of Love toward God the Father, Son, and Holy Ghost at all times. This is done by honoring rule 11 and respecting other people's expressions of faith toward God, as well as the individual residents' participation in prayer, worship, and study.
- A dress code will be adhered to. All residents will wear jeans with four pockets, and a grey T-shirt or pullover warm-up grey jackets without logos, tennis shoes or work boots. All clothing will be the correct size. Altering clothing or wearing clothing that is not the correct size will not be tolerated. This implies gang-related activity, superior or non-confirmist attitudes which are detrimental to recovery.
- Smoking is not allowed in the buildings but permitted outdoors.
- All residents will participate to the best of their ability in all activities. 100% effort to achieve all tasks is expected. This includes work, study, and worship.
- Families or other visitors are allowed and encouraged to visit on Sundays for worship service beginning at 9:00 AM and remain on the facility to visit until 1:00 PM. This will involve a meal which will be shared as group meals. Visitors are not allowed on the premises at any other time.
- Families and visitors can give the residents care packages or gifts through the resident assistant. The resident assistant will personally inspect every package. Such items should be marked with individual residents' names so that they can be delivered at a later time.
- Phones and phone calls are not permitted. Residents and their family members or friends can communicate through letters sent through the U.S. Postal Service. An emergency number will be provided to the next of kin for the purpose of contacting the resident in the event of an emergency.
- If anyone (resident or visitor) is found with alcohol or drugs they will be prosecuted to the full extent of the law. They will also be removed from the facilities and program. If they are in residence on court order they will be returned to the proper legal authorities.
- Residents are responsible for the care of their own space. Their beds should be made when they are not using it, clothing should be put away at all times.
- Residents and visitors are prohibited from having a firearm or any other weapon including a pocket knife in their possession at any time. A violation of this rule will result in the eviction of that person from the facility.
- Residents agree to random drug testing upon request throughout their stay at the facility.
- The minsters, counselors, and resident assistants have the authority to remove a resident from the facility at any time for provocation or failure to honor the rules of this program.

Work activities will be assigned on Saturday and Sunday to include sweeping, mopping, preparing meals, and washing dishes.
This is a 90-day recovery program that is based on the 12 Steps of Alcoholics Anonymous and the Holy Bible. Among the books that will be used are the Bible and Alcoholics Anonymous, 12 Steps of Recovery.
